In 1938, the village of Monona was incorporated and development began. Before this time, the land between the lakes was the site of rolling farmlands and occasional summer cottages. As the village grew, more houses and services were developed until Monona became the thriving city we know today.

The largest period of development occurred in the 1950s when the population increased from 2,544 to 8,178. This population growth was so drastic that through the 1950s Monona was the fastest-growing community in the state of Wisconsin.
